1. What permit do we apply for?
    • The permit will depend on what chemical you will be applying for. We have a helpful flowchart for you to check (http://chemical.emb.gov.ph/?page_id=34). Please be reminded that you need to check all the chemical components of your product, specially if it is a mixture.
  2. How do we apply for permit?
    • For Priority Chemical List (PCL), Premanufacturing Preimportation Notification (PMPIN), Chemical Control Orders (CCOs), and Small Quantity Importation (SQI), you will need to access your account at the Online Permitting and Monitoring System (OPMS). After logging in, you will be able to apply for multiple EMB permits. For polymer exemption, you can send your application through e-mail at recordsco@emb.gov.ph.

    • For PCL, PMPIN, CCOs, and SQI, you will recieve an order of payment on your application at the OPMS after screening. This can be paid through Landbank (over the counter or link.biz, depending on the instruction), or through our Cashier’s Office. For polymer exemption, payment is currently only being accepted at our Cashier’s Office.
  5. How much are the applications?
    • In accordance to DENR Administrative Order 2016-28, the applications are priced as such:
      • PMPIN Detailed: Php 4500/chemical
      • PMPIN Abbreviated: Php 2600/chemical
      • CCO Registration: Php 2800
      • CCO renewal of registration: Php 2000
      • CCO Importation Clearance: Php 1700/chemical
      • PCL: Php 1000.00/chemical
      • PCL Exemption: Php 600/chemical
      • SQI: Php 600/chemical
      • Polymer Exemption: Php 1500 (as amended by DAO 2019-18)
    • Depending on the method of payment, the Cashier/bank would add Legal Fees/Doc. Stamp
  6. How long is the processing of the application?
    • PMPIN Detailed: 120 working days
    • PMPIN Abbreviated: 90 working days
    • CCO Registration, CCO Importation Clearance, PCL, PCL Exemption, SQI, Polymer Exemption: 25 working days
  7. What is the validity of my permit?
    • The validities are as follows:
      • PMPIN: no expiry
      • CCO Registration: no expiry
      • CCO Importation Clearance: 6 months
      • PCL: 1 year
      • PCL Exemption: no expiry
      • SQI: 1 year
      • Polymer Exemption: no expiry
    • The permits can also be deemed invalid if conditions stated on the Terms and Conditions are violated.
