NSI Training and Consultancy Services, Inc. (NSI) has been assigned by the Environmental
Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) to
provide services and technical assistance as an Environmental Policy Specialist to conduct review
of its existing policies and provide recommendations thereof.

This Final Report provides the details of the surveys and focus group discussion and
recommendations coming from the stakeholders and the regulators throughout the period of
December 2021 to July 2022 regarding the current policies being implemented by the Chemical
Management Section (CMS) DENR-EMB. The inputs of the stakeholders were synthesized and
analyzed by the research team of NSI to provide the recommendationsfor ways forward on policy
development in alignment with the on-going Regulatory Impact Assessment (RIA) program of
the department
