Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) has assigned NSI Training and Consultancy Services, Inc. to provide services and technical assistance for the Project: Risk-Based Prioritization and Risk Assessment on the Safety of Existing Chemicals in the Philippines. The objective was to identify the most appropriate criteria for the development of a toolkit for risk-based prioritization and risk assessment of chemicals.

Following the scope of work on the inception report, the NSI team has recommended the criteria for the prioritization of the assessment of the chemicals listed in the Philippine Inventory of Chemicals and Chemical Substances (PICCS).

The pre-prioritization and hazard screening based on MS Excel spreadsheets would enable the Agency to input the pre-prioritization information of the chemicals in PICCS to be placed in batches for assessment. During assessment, the Agency can encode a candidate chemical information, selected chemical hazard endpoints, criteria ranking, and come up with the list of candidate chemicals for the Priority List.

Thus, this document serves as The Recommendation Paper for the National Guidelines on Risk-based Prioritization for Qualification into Priority Chemical List (PCL). This document is now open for any comment from the public, and the comment(s) may be sent at our e-mail: recordsco@emb.gov.ph
