In relation to the upcoming Basel Rotterdam Stockholm (BRS) Conference of Parties this April 28-May 9, we are calling for position papers on the Proposed Chemicals to be added to the Annexes of the Rotterdam and Stockholm Conventions.
The addition of the chemicals listed below in the Rotterdam Convention would obligate the exporting Parties to follow the Prior Informed Consent (PIC) procedure or notify the Philippines prior to exporting these chemicals.
- Carbosulfan
- Fenthion (ultra low volume (ULV) formulations at or above 640 g active ingredient/L)
- Liquid formulations (emulsifiable concentrate and soluble concentrate) containing paraquat dichloride at or above 276 g/L, corresponding to paraquat ion at or above 200 g/L
- Acetochlor
- Iprodione
- Methyl bromide
- Paraquat
- Chlorpyrifos
- Mercury (as Pesticide)
The Stockholm Convention on Persistent Organic Pollutants (POPs) has three (3) Annexes. Annex A contains the list of chemicals in which Parties must take measures to eliminate the production and use of the chemicals. Specific exemptions are available in Annex A and apply only to Parties that have registered for them. Annex B contains the list of chemicals in which Parties must take measures to restrict the production and use of the chemicals. Annex C contains the list of chemicals in which Parties must take measures to reduce its unintentional releases.
Meanwhile the following chemicals are nominated to be included in the Annex of the Stockholm Convention:
- Chlorpyrifos – proposed to be included in Annex A
- Long-chain perfluorocarboxylic acids, their salts and related compounds
- Chlorinated paraffins with carbon chain lengths in the range C14–17 and chlorination levels at or exceeding 45 per cent chlorine by weight -proposed to be included in Annex A
